There are two ways to send a WhatsApp message without having to deal with the pain of saving a specific contact.

There are many 3rd-party applications available on the Google Play store & App Store, But the best among them is Easy Message: available for both Android & iPhone
Go to the Play store or App Store and search for Easy Message.
After opening the application, just type the phone number to which you want to send a WhatsApp message and click on – “Start Chat in WhatsApp”
Send WhatsApp without saving number using any mobile browser.
If you don’t want to use any third-party apps because of any reason, now you can text anyone on WhatsApp without adding them to your contact by just using url.
just type “wa.me/xxxxxxxxxx” here x refers to ten-digit phone number
Note: If you are sending WhatsApp to an international number use the country code eg:+91 for India
once you load the link the web page will now show a message prompt on the screen, tapping that will redirect you to the WhatsApp chat window of that number.
